Here's the write-up for them on the Japanese wikipedia page:

Murphy Voice-Ryusaburo Otomo Government official trying to export the bible. Tamura Voice-Ken Yamaguchi Lightning L808 FO. Killed shortly after terrorist control.

Unfortunately, there's nothing on Okawa, other than Tomichi Nishimura voiced the character, but I do have this direct translation from the novelization which you might find interesting, apologies for the iffy grammar:

Laika was seriously injured in a blast terrorist attack four years before the main story, and was subjected to cyborg surgery on her whole body. That's why we were able to move outside of Lightning, flying at an altitude of 12,000 meters, as a living body. She had a sister named Reina, A terrorist event broke out at a party visited by the whole family, leaving them lonely for a lifetime. Leica's settings and what she felt about Reina, who has the same name as her sister, are detailed in the novel version.

So yeah, apparently she has a past with Zarik and she's a cyborg, I guess that explains a lot of the feats she was able to accomplish, and I guess that means her claws are part of her body, I always just assumed they were devices she had from Interpol, but I guess not. I'm not exactly sure what it means by Reina being her sister, if it's the actual Reina Haruka from the OVA, or a completely different character with the same name. I assume the latter though with the way the last part of that is worded, unless it's a translation error.
