Tom Ruegger (born Metuchen, New Jersey) is an American writer and animator of cartoons. He began his career in the industry in 1975 and was an animator at Hanna-Barbera Productions before he moved up to freelance writing in 1980. Before Challenge of the GoBots he wrote for He-Man and the Masters of the Universe and The New Adventures of Flash Gordon; afterwards he was a key figure in the production of a number of smash hits for Warner Brothers, including Tiny Toon Adventures, Animaniacs, Pinky and the Brain, Batman: The Animated Series andTaz-Mania before moving across to work for Disney.

His work on Challenge of the GoBots was entirely restricted to the original mini-series.
