V Stealth Robo needs to learn to work with Machine Commander Robo if Professor Suidōbashi's latest idea is to be a success.

Machine Commander Robo is training V Stealth Robo in firefighting inside a ZONE. However, like his Robo Master Jay, V Stealth Robo is struggling with the finer points of teamwork. Machine Commander Robo becomes tired of V Stealth Robo's attitude and they both begin fighting - causing Miyajima to immediately suspend the training, with V Stealth Robo being grounded for the time being. Soon storms start as a typhoon begins moving in from the Pacific Ocean, as in the hangars the other Machine Robo chide V Stealth Robo. In response he cloaks and leaves before finding Jay outside too watching the storm come in. He apologises for causing trouble in training, while Jay wonders if them joining Machine Robo Rescue was a good idea in the first place. Taiyoh appears and tells them it's normal to still be learning things. Makoto turns up too and accuses Taiyoh of being naïve, as V Stealth Robo's inability to take orders could endanger lives in a crisis. Taiyoh defends Jay but he surprises them both by asking Makoto to be more strict as he needs to know when he's doing something wrong, and makes Taiyoh promise to do the same. Just then an alert sounds - Rescue Headquarters has received a distress call from a fishing boat that's attempted to shelter from the typhoon at an uninhabited Pacific ocean. Chief Bitou orders Machine Commander launched, with Drill Robo, Police Robo, Jet Robo and Taiyoh onboard. With winds of hundreds of miles per hour it is too dangerous to even send Submarine Robo in. However, Kai is alarmed when he notices the typhoon has stopped moving as Machine Commander approaches the eye of the storm, and contacts Taiyoh to warn him there's a possibility it was artificially created. Just then Machine Commander is struck by purple lightning and Headquarters loses contact. Noticing a strange structure ahead, Taiyoh orders Machine Commander into robot mode, but further blasts destroy his energy pack and he falls towards the sea.

As Machine Commander Robo crashes into the sea, Professor Suidōbashi calls, having finished decoding the information found in Stealth Robo's systems, revealing the appearance of the Disasters' base - which unknown to them is what took out Machine Commander Robo. Kaiser-G explains to Colonel Hazard that the typhoon is merely the first test of his latest weapon. Meanwhile on the island, Machine Commander Robo has been able to get to the shore and is almost out of energy when he's hailed by the fishing boat. Taiyoh is unconscious from the crash, Machine Commander Robo's power is so low he can't even release the Leader Robo and he is unable to contact Headquarters. Things get worse when Hazard sends Hyper BL Fire Robo down to the island. Machine Commander Robo can barely defend himself, but the attack wakes Taiyoh, who is able to get a brief message through requesting a new energy pack. Jay and V Stealth Robo volunteer to take it and Chief Bitou authorises them to launch as Professor Suidōbashi suggests they activate the Victory Plan. V Stealth Robo's approach is spotted by Hazard and he is zapped by the Disasters base too. Taiyoh hits on the idea of sending a Mighty Flash attack towards V Stealth Robo, who responds with his own Finger Flash. The reaction frees V Stealth Robo and knocks down BL Fire Robo. Landing, V Stealth Robo admits he knows less about rescue work than Machine Commander Robo and asks for his orders. At Chief Bitou's suggestion they use the Victory Plan - the V Mode Combination - as BL Fire Robo recovers. With the combination order from Taiyoh and Jay, the Power Wing, Mega Booster and V Stealth Robo himself combine with Machine Commander Robo. Recharged from the unification, Machine Commander Robo V soon defeats BL Fire Robo. Above, Kaiser-G berates Hazard for how useless his BL Machine Robo are before retreating to test his weapon further, lifting the typhoon from the island and allowing Taiyoh and Jay to help the fishermen. Later, back in the hangar, the other Machine Robo let V Stealth Robo know there are no hard feelings, though he soon provokes a light-hearted brawl with Drill Robo, while Chief Bitou decides to assign V Stealth Robo to a new team - Stealth Team.
