Jay and Stealth Robo arrive back at the Disasters base to find a stranger waiting for them, who introduces himself as Colonel Hazard. He reveals his trio of Machine Robo, the BL Machine Robo - created from the data gained from Jay's observation of the MRR Machine Robo. Kaiser-G tells Jay that as a result of his failures he will now be subordinate to the Colonel, who tells Jay and Stealth Robo they will be destroyed if they don't prove their worth. Stealth Robo affirms his loyalty to a clearly shaken Jay. At Rescue Headquarters, Taiyoh is absent from the morning drill - having been granted emotional leave. He is visiting the monument to the plane crash that killed his parents on the anniversary of their death, something Sayuri belatedly realises. An alarm sounds at base and Red Wings are called up to help with a burning tower block which ten people are still stuck inside. Arias, Kai Kitazawa and the Utada twins are sent along with Fire Robo and Gyro Robo but instructor Sasaki immediately receives a report of a landslide, so Daichi and Sayuri are sent to deal with that along with Drill Robo - just as Marie hears a huge trailer has overturned on the highway, with Makoto and Alice taking Police Robo, and moments later a cracked oil pipeline is reported, leading to Shō and Ken being sent out with Submarine Robo. Lin is the only cadet left and decides she has to contact Taiyoh - but his communications are cut off by Stealth Robo, who appears above the monument and grabs Taiyoh, leaving Bone behind. Meanwhile the teams deal with the disasters efficiently but Sasaki is worried about the four spread-out emergencies, and when Lin mentions she couldn't contact Taiyoh she is ordered to find him. Under the sea, Submarine Robo realises that the damage to the pipeline was sabotage - in fact, all of the accidents were caused by Colonel Hazard. He is furious about MRR's successes but cheers himself up by telling Jay that Stealth Robo has vanished, leaving him seemingly without allies. Stealth is trying to force Taiyoh to call out Jet Robo so he can destroy him and prove Jay's value to the Disasters. He refuses, and Stealth Robo remarks on his similarity to Jay.

Unable to goad Taiyoh, Stealth Robo instead challenges Jet Robo directly, telling him he will have go fight him to get Taiyoh released. His broadcast is picked up by Colonel Hazard, who informs Kaiser-G - but suggests that Stealth Robo is planning to defect to MRR, much to Jay's fury. Meanwhile Lin arrives at the monument, and Bone uses his voice-throwing abilities to make her believe an old man at the park saw Taiyoh's abduction. She reports back to Miyajima - just as Jet launches to answer Stealth Robo's ultimatum, and Chief Bitou orders the other teams to back him up. Jet arrives, realising full well it is a trap but considering it his duty to protect his Robo Master. He summons a ZONE and the pair battle as Taiyoh begs them to stop fighting. Jay then arrives, vowing his loyalty to Stealth Robo and activating his Hyper Mode. Jet is soon taking a battering, and Jay goads Taiyoh into activating his Hyper Mode as well. The Machine Robo badly damage each other and Jay begs Stealth Robo to abandon the battle when he sees how damaged he is but is ignored; Hyper Stealth Robo attempts to activate his Burst Tempest attack but burns out and collapses. Just then Hazard arrives - with his BL Machine Robo and Gura Gorros. They winch Stealth Robo and Jay away before Drill Robo can stop them and escape. The rest of MRR soon arrive but the mood is dark as everyone worries about the new threat.
